Bibas ruled that ROSS infringed on 2,243 Westlaw headnotes that \u201csummarize key points of law and case holdings,\u201d according to<a href=\"https:\/\/fingfx.thomsonreuters.com\/gfx\/legaldocs\/xmvjbznbkvr\/THOMSON%20REUTERS%20ROSS%20LAWSUIT%20fair%20use.pdf\" rel=\"nofollow noopener\" target=\"_blank\"> <u>the court filing<\/u><\/a>.<\/p>\n<\/div>\n<p>  <!----> <!----> <!----><\/p>\n<div data-v-e97bc92c=\"\">\n<p>\u201cI grant summary judgment on substantial similarity for Thomson Reuters on the 2,243 headnotes listed in Appendix A, finding that the Bulk Memo questions were substantially similar to them.
