Rosenbaum wrote the majority <a href=\"https:\/\/media.ca11.uscourts.gov\/opinions\/pub\/files\/202310343.pdf\" target=\"_blank\" rel=\"noopener nofollow\">opinion<\/a>, issued on July 29, while she and Judge Kevin C.
