Singhal, a 2019 appointee of former President Donald Trump, who had criticized objector Ted Frank for holding up his approval of the settlement, must now revaluate whether the deal is a \u201ccoupon\u201d settlement as defined under the Eleventh Circuit\u2019s May 13 decision in <em>Drazen v.
